Background Information on State of Iowa Grants:

Iowa Department of Public Health

Access to Recovery (ATR)

ATR is a four year grant funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment. ATR is a presidential initiative which provides vouchers to clients for purchase of ATR covered services. The goals of the program are to support client choice and increase the array of faith-based and community based providers. ATR - Iowa focuses on serving individuals in recovery from substance abuse.

Iowa was chosen through a competitive application process by the Substance Abuse and Mental Health Services Administration (SAMHSA)/Center for Substance Abuse Treatment (CSAT) as one of just six states awarded (out of a total of over 30 applicants). As an award recipient, Iowa will receive $7,866,666 to be divided over a 3-year grant period.

Youth Development Grant

This grant provides evidence-based substance abuse prevention programming for youth (ages 5–18) that includes out-of-school time activities and opportunities for character development, youth development, leadership and community service.

The youth development approach is a way of working with young people that calls for providing youth the developmental experiences shown to promote a healthy transition toward adulthood.

Youth Mentoring Grant

This grant creates new or supports existing community youth mentoring programs. The mentoring programs will support the state's goals of primary prevention of the use and/or abuse of alcohol, tobacco, and other drugs.

Community Coalition Grant

This grant funds environmental substance abuse prevention strategies to reduce underage use of alcohol through the work of substance abuse prevention coalitions. Funding is available yearly.

Comprehensive Substance Abuse Prevention Grant

The purpose of the funding for Comprehensive Substance Abuse Prevention is to provide alcohol, tobacco and other drug (ATOD) abuse prevention services to all counties in Iowa in the 23 service areas that were established by the Commission on Substance Abuse Services (now the Board of Health) throughout all 12 months of each contact year.

Substance abuse prevention services may include any population in the health continuum from conception to death which is not in need of substance abuse treatment services. The funding is to maintain and advance integration of public health activities, maintain and advance delivery of essential services and core public health functions, and to build stronger relationships with community partners.
